Role of PGAs in Import Control

A government organization known as a PGA, or Partner Government Agency, collaborates with Customs and Border Protection (CBP) to control the import of goods into the United States.

Government Organizations as PGAs

Several government organizations serve as PGAs in the import process:

  • Inspection Service for Animal and Plant Health (APHIS)
  • Bureau of Alcohol, Tobacco, and Firearms (ATF)
  • Federal Drug Administration (FDA)
  • Environmental Protection Agency (EPA)

Import Manuals for PGAs

Many PGAs have their import manuals because the products they control frequently require permits or other additional paperwork.

Importer's Responsibility

It is the importer's duty to be informed of the requirements necessary to import goods into the United States.

Consequences of PGA Rejection

If a PGA rejects an import package, CBP won't permit the products to enter U.S. commerce.
